Why UAE cold email is not just US cold email in a different time zone
Dubai and Abu Dhabi are relationship-driven markets with a mobile, international workforce. That has three practical consequences for outbound. Is B2B cold email legal in the UAE?
There is no UAE law that bans B2B cold email outright, but there is no simple permission like the US CAN-SPAM model either. The federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) is built around consent, with exceptions, and its executive regulations, which carry much of the operational detail, have been slow to arrive. DIFC and ADGM have their own data protection laws. We run a conservative process: business addresses only, a clear sender identity, a one-step opt-out honoured quickly, minimal data kept, and nothing sensitive. Do DIFC and ADGM companies need different handling?
Yes. Companies registered in the DIFC are covered by the DIFC Data Protection Law (DIFC Law No. 5 of 2020), and ADGM has its own Data Protection Regulations 2021. Both are closer to GDPR in structure than the federal law. We tag free-zone prospects separately so notices, legitimate-interest records and opt-out handling match the regime that applies.

Mostly no. English is the working language of most UAE businesses, especially in Dubai, and decision-makers are often expatriates.
